Pape Mbaye gets a lot of attention. Even in jaded New York, people watch the way he walks (his style defines the word sashay) and scrutinize his outfits, which on a recent afternoon featured white, low-slung capris, a black purse, eyeliner and diamond-studded jewelry.
And he likes it.
“I’m fabulous,” he said. “I feel good.”

Mr. Mbaye, 24, is an entertainer from Dakar, Senegal, known there for his dancing, singing and storytelling. But while his flamboyance may be celebrated in New York, he attracted the wrong kind of attention in West Africa this year, nearly costing him his life.
In February, a Senegalese magazine published photographs of what was reported to be an underground gay marriage and said that Mr. Mbaye, who appeared in the photos and is gay himself, had organized the event. In the ensuing six months, Mr. Mbaye said, he was harassed by the police, attacked by armed mobs, driven from his home, maligned in the national media and forced to live on the run across West Africa.

In July, the United States government gave him refugee status, one of the rare instances when such protection has been granted to a foreigner facing persecution based on sexual orientation. A month later, Mr. Mbaye arrived in New York, eventually moving into a small furnished room in the Bronx that rents for $150 per week. It has a bed, air-conditioner, television, cat and pink walls,.

“There’s security, there’s independence, there’s peace,” he said of his new country.
But even as he has begun looking for work, with the help of a few Senegalese immigrants he knows from Dakar, Mr. Mbaye is largely avoiding the mainstream Senegalese community, fearing that the same prejudices that drove him out of Africa may dog him here.

One recent evening, while visiting close family friends from Dakar who live in Harlem, he recalled a shopping trip to 116th Street, where many Senegalese work and live. There, he said, he was harassed by a Senegalese man on the sidewalk who ridiculed Mr. Mbaye’s outfit and threatened him.
“He said, ‘If you were in Senegal, I would kill you,’ ” Mr. Mbaye said, gesturing enthusiastically with his arms, his voice rising. “I have my freedom now, and that man wanted to take it.”

The United States does not track how often it grants refuge to people fleeing anti-gay persecution. But Christopher Nugent, an immigration lawyer with Holland & Knight, a Washington law firm where he is a senior pro bono counsel specializing in refugee and asylum cases, said that in the past decade he has only heard of a handful.

The government also does not track the number of persecuted gay men and lesbians who are granted asylum, but experts in the field say the number is higher than those granted refugee status. (Asylum is granted to people already in the United States, while people outside the country must seek refugee status.)

Mr. Mbaye’s case was exceptional because his fame made his situation particularly perilous, said Mr. Nugent, who represented Mr. Mbaye in his petition. “He was vilified in the Senegalese media as being the face of the sinful homosexual, and he had scars to show,” he said.

For the past few years, anti-gay hysteria has been sweeping across swaths of Africa, fueled by sensationalist media reports of open homosexuality among public figures and sustained by deep and abiding taboos that have made even the most hateful speech about gays not just acceptable but almost required. Gay men and women have recently been arrested in Cameroon, Nigeria, Uganda and Ghana, among other countries.

“In most countries there is poverty and instability, and usually homosexuality is used as a way of shifting the attention from the actual problem to this thing that is not really the problem but can distract the public,” said Joel Nana, who is from Cameroon and who works for the International Gay and Lesbian Human Rights Commission.

Pape Mbaye (pronounced POP mm-BYE) had been living the Senegalese version of the high life for some time. He had worked principally as a griot, a singer and storyteller invited to weddings, birthday parties and other events to perform traditional songs, dance and tell stories.

By West African standards, it earned him a good living. He had performed at parties for wealthy and famous Senegalese, had two cars and a driver, an overflowing wardrobe and an apartment in a fashionable neighborhood decked out with rococo gold-leaf-encrusted furniture.

Mr. Mbaye, who said he had known he was gay from a young age, never made much of an effort to hide his sexuality, often wearing makeup and jewelry in public.
Though Senegal passed an anti-sodomy law in 1965 that forbids “an improper or unnatural act with a person of the same sex,” homosexuality has traditionally been quietly tolerated in Senegal, particularly among the creative class of musicians and artists that is so central to Senegalese culture.

But the publication of the gay wedding photos on Feb. 1 dovetailed with a recent surge in anti-gay sentiment, a trend partly fueled by some conservative Islamic leaders, launching Mr. Mbaye on his harrowing odyssey.

On the morning after the article’s publication, Mr. Mbaye and several gay friends were arrested by the police, who held them for four days. During his detention, Mr. Mbaye said, he was questioned about his participation in the marriage ceremony, which he asserted was a party, not a wedding. Under diplomatic pressure from the Netherlands and Denmark, the Senegalese authorities released Mr. Mbaye and his friends.

The singer said police officials told him and his friends that they should go into hiding. “The police cannot guarantee your security because the entire society will be out to get you,” a police official said, according to testimony that Mr. Mbaye would later give to Human Rights Watch.

While he was in detention, his apartment was looted and anti-gay graffiti was scrawled on the wall of the building, he said. He and several gay friends fled to Ziguinchor in south Senegal, but in mid-February, a mob wielding broken bottles, forks and other weapons stormed the house and beat them, Mr. Mbaye said.

Mr. Mbaye spent the next several weeks moving from one safe house to another before fleeing to Gambia on May 11. Several days later, President Yahya Jammeh of Gambia vowed to behead all homosexuals in his country. Mr. Mbaye immediately returned to Dakar.

But he was discovered and chased by a crowd, as local newspapers and radio stations reported his return. He sought sanctuary at the offices of Raddho, a human rights organization based in Dakar, which put him in the care of Human Rights Watch.
“I am like a hunted animal,” Mr. Mbaye said during an interview while he hid out in a Dakar hotel.

Human Rights Watch helped Mr. Mbaye assemble his refugee application and get to Ghana, where he sought help from the American Embassy in Accra, the country’s capital.

While in Ghana, Mr. Mbaye said, he was attacked again, this time by knife-wielding Senegalese expatriates who had discovered he was there. The assault, which left him with wounds, likely accelerated the review process for his application, Mr. Nugent said. (Confidentiality regulations forbid United States immigration officials from discussing the case.)

Mr. Mbaye received his refugee status on July 31, and he arrived at Kennedy Airport on Aug. 18 carrying several suitcases and a Chanel handbag. A few weeks later, he received his Social Security card and work authorization permit. He hopes to resume his entertainment career, though he acknowledges that until he improves his English, he will have to perform in French and Wolof, an African language. He also dreams of getting a modeling contract.

In the meantime, he said, he will do just about anything.
“I would like a job in a restaurant or a hotel or a club or in perfume or in makeup,” he said. “But no bricklaying.”

Mr. Nugent has been posting notices on Internet mailing lists serving the gay community in search of sponsors to help Mr. Mbaye find work, including in gay nightclubs.
Mr. Mbaye seems undaunted by the challenges facing him. At his friends’ home in Harlem, he celebrated his newfound freedom.

“I want to live with the gays!” he said as his hosts laughed. “Pape Mbaye is American!”

On le craignait, et c’est arrivé. La recrudescence des histoires de rétrécissement de sexe ces derniers temps a débouché sur un drame à Touba. Un individu accusé de ce pouvoir a été lynché à mort sans aucune forme de procès.

Jusqu’ici, les histoires de rétrécissement de sexe qui ont refait surface, se terminaient souvent par un lynchage systématique de la part de leurs auteurs présumés à qui l’on ne laissait même pas l’occasion de se défendre. Mais lundi dernier, le pire est arrivé à Touba, au quartier Loyène où un individu répondant du nom de Malal Sow a été pris à partie par la foule. Au début du drame, Malal a été attiré dans un télécentre par son gérant Bada Lô qui était en compagnie de son ami Bathie Lèye. Alors Bada demande au bonhomme de lui « rendre » son sexe avant que les deux compères ne le malmènent rudement. C’est sur ces entrefaites qu’une dame s’est mise à crier, ameutant ainsi les riverains. La foule de curieux, déchaînée, s’est mise à tabasser Malal Sow jusqu’à ce qu’il rende l’âme avant l’arrivée de la police. Les policiers n’ont pu que constater les dégâts et arrêter les deux amis. Bada Lô, né en 1984 à Touba et principal mis en cause, et Bathie Lèye venu au monde en 1985, ont été interpellés et placés en garde-à-vue. Tandis que le corps de Malal Sow, né en 1952, a été remis à ses proches avant-hier.

Les histoires de rétrécissement de sexe, confinées au début à Dakar, ont pris une proportion inquiétante à travers le Sénégal.

D’aucuns soupçonnent une nouvelle stratégie des agresseurs pour s’en prendre à leurs victimes qu’ils accusent après leur forfait, les jetant en pâture avec la bénédiction de la foule qui n’y voit souvent que du feu. C’est le cas, récemment à Dakar, d’un militaire parti voir un ami avant qu’il ne soit accusé par un homme d’avoir rétréci son sexe. Ce dernier et ses compagnons le dépouillèrent systématiquement avant de le tabasser. La police, mise au parfum, interpella l’homme par qui tout cela était arrivé. Après vérifications, ses attributs sexuels n’avaient subi aucun dommage.

Ces histoires sont vraiment triste. Il parait a Kinshasa, il y avait recemment une veritable chasse a l'homme a cause de ces histoires. Souvent, elles sont fausses et des individus innocents se retrouvent morts. Pour rien...

URBANA, Ohio (AP) -- A defendant had a hard time facing the music.
Ludwig van Beethoven's music fails to appeal to a man fined for playing rap music too loudly in his car.
Andrew Vactor was facing a $150 fine for playing rap music too loudly on his car stereo in July. But a judge offered to reduce that to $35 if Vactor spent 20 hours listening to classical music by the likes of Bach, Beethoven and Chopin.

Vactor, 24, lasted only about 15 minutes, a probation officer said.
It wasn't the music, Vactor said, he just needed to be at practice with the rest of the Urbana University basketball team.
"I didn't have the time to deal with that," he said. "I just decided to pay the fine."
Champaign County Municipal Court Judge Susan Fornof-Lippencott says the idea was to force Vactor to listen to something he might not prefer, just as other people had no choice but to listen to his loud rap music.

"I think a lot of people don't like to be forced to listen to music," she said.
She's also taped TV shows for defendants in other cases to watch on topics such as financial responsibility. As she sees it, they get the chance to have their fine reduced "and at the same time broaden their horizons."

Moeun Rim et Nhanh, qui vivaient dans la commune de Cheach, à moins de 100 kilomètres au nord-est de Phnom Penh, ont décidé de refaire chacun leur vie et procédé au partage le mois dernier, l'homme ayant accusé son épouse de ne pas avoir pris soin de lui alors qu'il était malade.

"Ils se sont mis d'accord pour couper leur maison en deux parts égales. La partie revenant au mari a été déplacée et celle de l'épouse est restée sur place", a déclaré à l'AFP le chef de la commune, Vorng Morn.

Il a précisé que leur terrain avait été divisé en quatre: deux parcelles sont revenues à leur fils et à leur fille et ils se sont partagés les deux autres.

The husband, 42-year-old Moeun Sarim, has taken away with him all the bits and pieces of his half a house, said his 35-year-old wife, Vat Navy.
"Very strange, but this is what my husband wanted," she said by phone from a village about 62 miles east of Cambodia's capital, Phnom Penh. She said they ended their marriage last month.

"He brought his relatives and used saws to cut the house in half," she said, adding that she now owns the other half that is still standing. The house is made from wood with a tile roof and propped up on wooden pillars, a typical style for a Cambodian country home.

She said her estranged husband and his relatives, after ripping apart half of the house, carried all the debris to his parents' house nearby.

She said the divorce was prompted by her husband's jealousy about her alleged relationship with a policeman in the village. She denied having an extramarital affair.

"He wanted a divorce, and I said, `Let's divorce,'" she said.

The husband could not be reached for comment.

Bou Bout, a village chief, said local officials and police were present as witnesses the day the couple split their 20-by-24 1/2 foot house into half.

"Local officials tried three times to get them to mend their differences, but the husband would not budge," Bou Bout said by phone.

Il menace sa famille et retourne en prison

Mais que lui a t il passé par la tête à ce Saint-Quentinois ?

Les faits se déroulent le week end précédent. Nous sommes à Saint-Quentin (dans l'Aisne).

Christophe Crepet est sorti de prison voici quatre mois après avoir purgé 12 ans de réclusion criminelle pour homicide. Il n'est âgé que de trente-cinq ans. Il a trois enfants, devenus ados, qu'il n'a pas vu grandir.

Il est à l'air libre, mais il pète les plombs ! Difficile le retour à la vie normale ?

Toujours est t il qu'il tente de jeter sa famille par la fenêtre, rien que ça ! Oui mais ils habitent au 7e étage de son appartement.

Mais que s'est t il passé ? Christophe Crépet ne trouve plus sa place, ni au sein de sa famille, ni à l'extérieur. RDC : des préservatifs pour cirer les chaussures.
Le lubrifiant des condoms est détourné de son usage initial au Bandundu.

Dans la province congolaise du Bandundu, une partie de la population utilise le lubrifiant des préservatifs pour donner un coup d’éclat à leurs chaussures. Cette solution de fortune, destinée à pallier la cherté du cirage, inquiète les acteurs de la lutte contre le VIH/sida.

A Bandundu-ville, chef-lieu de la province du même nom, à près de 400 km au nord-est de Kinshasa, les organisations de lutte contre le VIH/SIDA et les infections sexuellement transmissibles (IST) sont très inquiètes du fait que de nombreux habitants utilisent le lubrifiant des préservatifs, souvent distribués gratuitement, pour donner de l’éclat à leurs chaussures, rapporte l’agence de presse Syfia Grands Lacs.

"Réduire l’usage du condom à un simple cirage est un acte d’immaturité flagrante et un sabotage", proteste le chef d’antenne du Fonds des Nations unies pour la population (FNUAP) au Bandundu, le Dr Philémon Sikulisimwa.

Un père de famille, Luc Mukwakumi, s’en offusque et estime qu’utiliser ce produit à cette fin est "un acte criminel, une honte".

Pour mettre un terme à cette pratique, considérée comme un "détournement abusif" du préservatif, des actions timides sont menées, notamment auprès des groupes cibles jugés très vulnérables en matière de propagation du SIDA.

"Nous avons commencé à sensibiliser les policiers et les militaires", indique Séverin Mitinimi du bureau local du Programme national multisectoriel de lutte contre le SIDA (PNMLS).

En fait, cette étonnante pratique d’utiliser le lubrifiant des condoms comme cirage résulte de l’imagination d’un groupe de policiers et militaires de la ville.

Tout a débuté en 2007, lorsqu’ils étaient internés pour une formation dans un camp militaire de la place.

"N’ayant pas de sous pour s’acheter une boîte de cirage noir, nous avons commencé à utiliser le lubrifiant des préservatifs pour cirer nos bottes", explique un jeune militaire.

"La découverte s’est alors rapidement propagée dans la ville, où la pratique a suscité beaucoup de curiosité auprès du reste de la population civile.

Le préservatif est vendu à 50 FC, soit 0,09 dollar, pour trois pièces sur le marché local, c’est-à-dire moins cher qu’une boîte de cirage vendue 350 FC, soit 0,6 dollar.

"C’est la pauvreté qui pousse les gens à utiliser ce lubrifiant comme cirage, surtout qu’on distribue gratuitement les préservatifs", explique Bienvenu Mayembe, qui en fait lui-même usage.

Un jeune du quartier Ngamilele, Christian Bakandowa, fait, par ailleurs, remarquer qu’avec ce lubrifiant, il ne se pose pas de question de couleur.

Pour lutter contre la propagation du VIH/SIDA et des IST à Bandundu-ville, le PNMLS a installé, à divers endroits publics de la ville, des distributeurs automatiques des condoms.

Cela permet à de nombreuses personnes de s’en procurer facilement, d’autres s’approvisionnant dans des pharmacies.

Le fait qu’après usage, certains abandonnent les condoms n’importe où est un autre sujet de préoccupation, car les enfants peuvent les ramasser pour en faire des jouets en soufflant dedans comme des ballons de baudruche.

"Cela représente un danger pour la santé", s’inquiète Kambusi Fofana, étudiant en Biomédical au Centre universitaire de Bandundu.

On précise qu’à Bandundu, le taux de prévalence du VIH/SIDA est de 3,1 pour cent dans les milieux urbanisés de la province, pour une population d’environ six millions d’habitants.

Au niveau national, le taux de prévalence se situe autour de 7 pour cent pour 60 millions d’habitants.

Ca s'est passe il y a une semaine mais ca vaut la peine d'etre affiche.

Deux Congolais (RDC) ont été interpellés mardi en région parisienne dans le cadre du piratage du compte bancaire personnel de Nicolas Sarkozy et placés en garde à vue à la brigade criminelle à Paris, a-t-on appris de source proche du dossier, confirmant une information de RTL.
Il s'agit de deux ressortissants de la République démocratique du Congo (ex-Zaïre), arrêtés en région parisienne, et qualifiés de "petits escrocs", selon la source proche du dossier, qui n'a pas donné d'indication sur le lieu de l'interpellation.

Les policiers sont remontés jusqu'à eux grâce à des "traces informatiques", a précisé cette source.

Les suspects "ne savaient sans doute pas qu'il s'agissait du compte du président" de la République, a-t-on ajouté de même source. Ils se sont servis des coordonnées bancaires du chef de l'Etat pour ouvrir, a-t-on poursuivi, un ou plusieurs abonnements de téléphones portables.

Il s'agit "d'un classique piratage informatique comme il en existe beaucoup", a-t-on affirmé en confirmant qu'il y aurait "d'autres victimes" comme c'est souvent le cas dans ce genre d'affaire.

Courant septembre, le chef de l'Etat avait déposé plainte après avoir constaté qu'une ou des personnes s'étaient servi des coordonnées de son compte bancaire personnel de Neuilly-sur-Seine.

Le procureur de la République de Nanterre (Hauts-de-Seine), Philippe Courroye, avait aussitôt saisi la brigade criminelle du 36 quai des Orfèvres ainsi que la brigade financière.

Les deux personnes interpellées ont été mises en garde à vue dans les locaux de la brigade criminelle, 36 quai des Orfèvres, à Paris, a-t-on ajouté. Leur garde à vue peut durer jusqu'à 48 heures.

Mr Mazhar said he had heard about similar cases in rural areas but “it is shocking to have this right in the centre of the city.”

The parents are due to appear in court tomorrow.

A Pakistan Human Rights Commission official Hina Gillani said the maximum possible punishment for the parents was one month in jail and fine of just over $10 (£6).

Le petit ange a de la chance les pitbulls sont des monstres, je ne sais pas pourquoi on les considere comme des animaux domestiques alors qu'ils sont plus sauvages que certains animaux sauvages.

"There is only one Batman in the world," Kalkan said. "The American producers used the name of our city without informing us."
No one from the town of Batman has explained why it took so many years to take legal action. Batman first appeared as a comicbook character in 1939 and the "Batman" TV series started in 1966. Tim Burton's first bigscreen rendition for Warner Bros. came out in 1989. Undoubtedly the fact that "Dark Knight" is about to pass the $1 billion mark at the B.O. played a part in stirring the ire of the Turkish hamlet.
The mayor is prepping a series of charges against Nolan and Warner Bros., which owns the right to the Batman character, including placing the blame for a number of unsolved murders and a high female suicide rate on the psychological impact that the film's success has had on the city's inhabitants.
Former natives of Batman are also said to have encountered obstacles when attempting to register their businesses abroad.

A CUSTOMER BRINGS AN ALLIGATOR TO A BAR

HUNTINGTON BEACH, California - Heard the one about the guy who walked into a bar with an alligator?

At Johnny's Saloon in Orange County, it was more than a joke early Saturday when a man arrived with his 3-foot pet gator on a leash.

By the time police and animal control officers arrived at Johnny's, the gator was in the man's vehicle in the parking lot. Officers followed him home, where another alligator was found, animal control spokesman Ryan Drabek said.
Both alligators were impounded and were being held pending an investigation by the Department of Fish and Game, Drabek said.

Alligators are not native to California, and it is illegal to keep them as pets.

A woman who answered the telephone at Johnny's Wednesday night declined to comment.

Rapper gets 20 years after writing shooting song

DUBLIN, Ga. – He shot a man twice and felt so good about it, police said, a rapper wrote a song describing the shooting and calling out the victim by name. A judge sentenced 25-year-old Rico Todriquez Wright Monday to spend the next 20 years in prison after his victim mentioned the hip hop confession to police.
Chad Blue, 28, told police he had known Wright before the September 2006 shooting, but that the men weren't friendly. He testified companions egged Wright on as he chased and shot his victim in the thigh and groin.
Later, Blue told police he recognized Wright's voice on a CD, rapping "Chad Blue knows how I shoot."
Wright was sentenced to 20 years for two counts of aggravated assault. He will spend another 20 years on probation.

"Drunk driver ends up running over himself"

A 21-year-old man was accused of driving drunk and leading police on a chase that finally ended with him running over himself. The man was treated for minor injuries at a Santa Fe hospital and booked in to the Sandoval County detention center on charges of aggravated driving while intoxicated, fleeing a police officer, careless driving and two other outstanding traffic warrants.

A tip to the state's DrunkBuster hot line Sunday afternoon alerted authorities to a possibly drunken driver.

State Police Officer Grace Romero spotted the man's pickup truck swerving across both lanes of a highway, driving slowly and then fast. He refused to stop.

After narrowly missing other vehicles, police said the suspect drove through a ditch and a barbed-wire fence before stopping. He tried to put the truck into park, but it ended up in reverse.

Police said the man fell from his open door and both of his legs were run over by the front driver's side tire.

EASTON, Pa. – The father of 3-year-old Adolf Hitler Campbell, denied a birthday cake with the child's full name on it by one New Jersey supermarket, is asking for a little tolerance. Heath Campbell and his wife, Deborah, are upset not only with the decision made by the Greenwich ShopRite, but with an outpouring of angry Internet postings in response to a local newspaper article over the weekend on their flare-up over frosting.
"I think people need to take their heads out of the cloud they've been in and start focusing on the future and not on the past," Heath Campbell said Tuesday in an interview conducted in Easton, on the other side of the Delaware River from where the family lives in Hunterdon County, N.J.
"There's a new president and he says it's time for a change; well, then it's time for a change," the 35-year-old continued. "They need to accept a name. A name's a name. The kid isn't going to grow up and do what (Hitler) did."
Deborah Campbell, 25, said she phoned in her order last week to the ShopRite. When she told the bakery department she wanted her son's name spelled out, she was told to talk to a supervisor, who denied the request.
Karen Meleta, a spokeswoman for ShopRite, said the Campbells had similar requests denied at the same store the last two years and said Heath Campbell previously had asked for a swastika to be included in the decoration.
"We reserve the right not to print anything on the cake that we deem to be inappropriate," Meleta said. "We considered this inappropriate."
The Campbells ultimately got their cake decorated at a Wal-Mart in Pennsylvania, Deborah Campbell said. About 12 people attended the birthday party on Sunday, including several children who were of mixed race, according to Heath Campbell.
"If we're so racist, then why would I have them come into my home?" he asked.
The Campbells' other two children also have unusual names: JoyceLynn Aryan Nation Campbell turns 2 in a few months and Honszlynn Hinler Jeannie Campbell will be 1 in April.
Heath Campbell said he named his son after Adolf Hitler because he liked the name and because "no one else in the world would have that name." He sounded surprised by all the controversy the dispute had generated.
Campbell said his ancestors are German and that he has lived his entire life in Hunterdon County. On Tuesday he wore a pair of black boots he said were worn by a German soldier during World War II.
He said he was raised not to avoid people of other races but not to mix with them socially or romantically. But he said he would try to raise his children differently.
"Say he grows up and hangs out with black people. That's fine, I don't really care," he said. "That's his choice."
